When I am looking at a hosting company I look at quite a few key factors:

• How long it takes to sign up (and get a welcome email)
• What type of support is offered (24/7, IM email, quality of knowledge base)
• Web Based email (is it available?)
• Telephone support (how long it takes someone to answer, then is the person knowledgeable )
• Control Panel (can I install software easily)
• Databases (ease of use and online management)
• FTP (easy to get in, and flexibility)
• Domain addons (ease of use and TTL, how long a domain takes to be active)

This by far is not a full list of all the things I look at, but I will add more later. All the companies I recommend meet my standards at a pretty decent technical level.
